Frequently Asked Questions
You must be an LADWP residential customer with an active electric meter at the installation address. Eligible property types include:
- Detached single-family homes
- Duplexes / attached homes
- Condos or townhomes
- Apartment units
The applicant must be the customer of record or verified property owner. Proof of ownership may be required.
Only new batt or roll insulation that:
- Meets at least R-19 thermal resistance
- Is installed in conditioned living spaces
- Has been tested according to FTC standards
⚠️ Insulation installed above garages, non-permitted spaces, or new construction does not qualify.
- $0.50 per sq. ft. for insulation above R-19
- $0.30 per sq. ft. for insulation R-19 or below
Rebate cannot exceed 80% of total project costs.
Yes, if installed by a licensed contractor. Eligible labor includes:
- Self-installation labor is not eligible.
- Insulation installation
- Air sealing
- Attic ventilation adjustments
- Weather stripping attic doors/hatches
Completed and signed AIRP application
- Itemized paid invoice or receipt
- Before and after color photos
- Manufacturer specification certificate
- Permit issued by LADBS with final approval
- Installation contract (if applicable)
No, the rebate cannot be combined with other California utility rebate programs.

Checks are typically mailed within 6–8 weeks and issued in the applicant’s name.
